Project Summary / Introduction Barr Engineering Co. and project partners are seeking qualified vendors to support a pilot-scale demonstration of supercritical water oxidation (SCWO) technology for treatment of PFAS-containing biosolids and related waste streams. The project is funded through the Legislative-Citizen Commission on Minnesota Resources (LCCMR). 2. RFP Overview RFP Title: Pilot-scale Supercritical Water Oxidation Reactor (supply and operation) Issuing Organization: Barr Engineering Co. Funding Source: LCCMR (Environment and Natural Resources Trust Fund) Anticipated Budget: Up to $600,000 for equipment rental, support services, and operations (inclusive of preliminary bench testing, if recommended by the respondent) Location: St. Cloud, Minnesota RFP Release Date: July 29, 2025 Proposal Deadline: 4:00 PM CT on August 29, 2025 3. Scope of Work The scope of this project includes temporary deployment of an SCWO system capable of treating biosolids and spent granular activated carbon (GAC) at the St. Cloud water resource recovery facility (WRRF). The selected vendor will provide equipment, operational support, and coordination with the project team.
