Paul has more than 25 years of chemical engineering experience. His work focuses primarily on air quality issues, and his areas of expertise include air quality permitting, air dispersion modeling, and federal and state regulatory applicability analyses. Paul has prepared Title V and state-operating-permit applications for electric utilities, iron-ore mining and processing facilities, municipal solid-waste landfills, quarries, and manufacturing facilities. He has also developed backward- and forward-looking New Source Review (NSR) and Prevention of Significant Deterioration (PSD) permit applications as well as annual emission inventories for clients required to pay air emission fees on criteria pollutants.
